Whether you are applying for a passport or applying for visas for certain countries, you need a PCC (Police Clearance Certificate) from Indian Embassy. However, the processes are not really the same, although they appear to be similar.
PCC is issued by the Regional Passport Office of the place where you have resided for the last six months. It’s important to mention the location where you have resided in because even though the PCC is a document distributed by the Ministry of External Affairs in India, it does state the location it is issued from since many countries need you to acquire it from the place you have resided in. This can be an issue for those who have transferable job and don’t have a fixed address proof with the place they are currently residing in.
What is the List of Documents Required for Address Proof?
The applicable documents required for Indian Police Clearance Certificate for Indian Citizens living outside India are as below:
US address proof for Indian Passport renewal in USA
Any one of the below documents:
- Any utility bill (Electricity/ gas/ water/ landline telephone bill) that must NOT be older than 3 months.
- Photocopy of front and back of Driver’s License are required. Learning / temporary driving license is accepted.
- Photocopy of both front and back of the State ID are required
- Month to Month/ or Rental Lease agreement that should not have expired at the time of submission. Should be signed by landlord and tenant.
- Home Mortgage bill Should be valid at the time of submission.
US cell phone, Wifi and Internet bill
Cell phone bill from AT&T, T Mobile, Sprint or any service provider is acceptable.
US credit card statement
Credit card bill or statement from any US-based company is NOT acceptable including Discover, American Express, Visa, Mastercard etc.
US bank statement are NOT valid address proof.
Bank of America, US bank, Chase, Discover etc. bank’s statements are NOT accepted.
US address P.O. box number
Your US address cannot include a P.O. Box.
US address proof For College / University students
Students living on campus in US University housing/dormitories can submit a letter from the institution on the institution’s letterhead explaining the exact address that one presently resides in.
In the absence of any of these documents, you can also submit your bank statement as an address proof. You must change your address to your current bank and then request for your bank statements for the last twelve months. For this, you have to visit the home branch because the statements need to be stamped and signed. Statements downloaded online will not work since it does not have the bank stamp.
Moreover, you must remember that it should be of last twelve months. Alternatively, you can also use a notarized rental agreement. Take a copy of the passport even if it has a different address than the one you are currently residing at, along with the photocopy of all your official documents, any visas that you have for any other country, marriage certificate and more. These documents can work as supporting documents even though all of them may not be mentioned in the list of documents.
Where do you need to apply for IPCC?
Visit the Passport Seva website, and take an appointment at a convenient date and center closer to you. While taking the appointment, you can also enrol for the SMS service for Rs. 35 (can be paid at the cash center), to keep getting notified on your application status.
You must carry a print out of the appointment letter on the appointment date in addition to the other letters, and arrive on time at the prescribed center. You must stand in the queue and get a token. There are three different counters with three officers designated for each step, A, B, and C. There is also an electronic board that displays the counter based on the token number assigned.
The first counter (A)the officer checks your documents and create a file for you. They may question on you on what other documents you are carrying, and accordingly place them all together in the file.
The second counter (B) officer scans and uploads your documents and verify the online details filled by you simultaneously. They also get your finger print and click your photograph at this counter.
The third counter (C) officer bring up your details on their system and identifies if there are any issues found, and whether a police verification is required or not.
Further Process of PCC
In cases where there is a physical police verification required, you are asked to visit the counter where the officer takes the PCC letter and applies a stamp on it. The officer puts three stamps on it that include:
- A seal of approval containing your application number, and a section where you can hand-write the country name for which the PCC has been applied for.
- Then seal/stamp of the Ministry of External Affairs.
- And finally, the seal/stamp of the officer who is authorizing the clearance.
In addition, the officer also puts a stamp on one of your passport pages, and you are done. For those who had a physical police verification done earlier, the process is not repeated. But, if you do require a police verification, you are given a receipt number along with a document that you must carry home.
You will receive an SMS from them with the name and phone number of the police officer who will visit your house for verification. You either receive the SMS the same day or the next day, and the police officer visits the following day. You must keep the original documents handy of all the documents you submitted at the passport office. Keep a copy of the passport and all other documents (listed or not) along with a fresh copy of bank statement. These are all needed by the police officer in addition to signatures of two neighbours working as witness for you.
