India has one of the widest diplomatic networks and it’s the 12th biggest diplomatic body in the world. It has 181 diplomatic positions internationally of which 124 are embassies, 48 consulates, 5 permanent missions, and 4 more delegations.
A diplomatic mission or foreign mission is a cluster of people from a single state or a company having presence in a different state to serve as the sending state/organisation formally in the receiving state. Effectively, a diplomatic mission usually signifies the local mission, that is, the embassy, which is the chief office of a country’s diplomatic agents in the capital city of a different country.
The consulates, on the other hand, are minor diplomatic exercises that are normally placed out of the capital of the receiving state (but can be placed in the capital, generally when the sending country has no embassy present in the receiving state). Additionally, being a diplomatic delegation to the country in which it is located, it may also be a non-resident permanent mission to more than one country. Therefore, there are resident and non-resident embassies.
However, it’s not a compulsion for any country to put an embassy in another country. As a matter of fact,it’s more beneficial for the majority of the countries to have permanent diplomatic missions in other countries for competence goals. Permanent missions on the international platform make it simpler to maintain clear communication, go forward with discussions, maintain relationships between countries, offer services for bigger ex-pat/tourist delegations, and work-out public mediation.
All of this is, by all means, limited by a country’s financial power and their requirements. Smaller countries usually cannot afford the costs that it must bear to maintain more than a few diplomatic missions overseas, and, to be honest, usually they have barely any need to do so apart from their immediate neighbouring countries. Bigger countries with highly complex and comprehensive diplomatic and/or economic exercises, like India, will usually have, and a constant need of a plenty of embassies across the world.
So, why is an embassy required in other countries? An embassy is required to build up the relationship(cultural, economy, trade, and more) between countries, to offer security and assistance to migrants living in other countries, and to work as a negotiator between the countries.
The Consular department sends out visas to US citizens and to foreign residents in the US who are travelling to India. It also issues passport and other services related to the consular to the Indian citizens who reside in the US. This includes,restricted legal assistance in case of emergency. Indians/visitors who wish to return to India are also assisted with information related to the current health, and custom tariff regulations. A Minister heads the department.
Applications services :
Applications for all consular services are taken care of in the embassies between 10.00am and 12.30pm. These include:
- issuance of diplomatic visas,
- renewals and miscellaneous services on passports,
- legalisation/attestation of documents.
The documents are rendered only between 10.00am and 12.30pm on working days of the week (Embassy Holidays). In this case, schedule/timetables not valid for services where advance approval is needed from the Indian authorities.
Emergency Services are available on weekends, that is, on Saturdays & Sundays and on other holidays and are given to people of Indian origin only living in the jurisdiction that are covered by the Indian Embassy, Washington DC between 11.00am and 13.00pm. In situations, when a real emergency occurs, like death or illness of a blood relation, based on display of testimonials and confirmed air ticket. A US$100 is charged as a fee, in addition to the usual visa fees, for offering emergency service.
Emergency service is not available or applicants covered under the reference categories. For visa applications sent by mail are not eligible for this service. Applicants may go ahead and enquire from the officer in-charge about what kind of arrangements are made for such emergency service. The decision of the Consular Officer in this regard shall be the ultimate call.
An Emergency Certificate (one-way travel document), that authorises an Indian citizen to enter India, is given to those where they have lost their passports or their passports have been stolen or damaged. New passports cannot be issued in this case without approval from India. This document is given mainly with the intention of making sure that the applicant can return to India in an emergency. Applicants are required to fill in the application form as recommended for getting a new passport
Applicants need to first visit the Embassy of India, Washington DC between 10.00 am– 12.00pm or Indian consulate of Chicago to obtain approval from the authority in question prior to submission of the application at the Indian Passport Application Center-Chicago or Center-Washington DC.
